Blockchain questions

According to requirements submition for hackaton must include "A code repository for functioning blockchain software". However in goals I can see "exchanging data and payments with other vehicles and infrastructure". I have a couple questions.
1. Is it required to use blockchain technology in any submition? I mean, some solutions for "exchanging data and payments with other vehicles and infrastructure" actually do not need blockchain.
2. Are there any kind of platform OR base software which must be used? I have checked https://www.dlt.mobi/ and https://www.trusted-iot.org and cant find any software or platform available.

    2) founded answer to second question in "How to enter" - "Build functioning blockchain software using the developer tools and platforms of your choice"

    So, I would like to clarify question. Do Mobility Open Blockchain Initiative OR TIoTA have any existing software or solution based on some platform? I ask, because it will have sense to use the same platform for synergy with existing solutions.

    Hey Andrew - MOBI or TIoTA do not have a platform to build on, the platform you can build on is up to you and flexible.
